1978 – 1982:
The Court of The Hague employed at least two pedophile judges: Stolk and Rueb. This threatened to become public in the Koos H. case, but through extreme pressure and intimidation the cesspool remained sealed. In this case it is striking that there were so many deaths: three young girls, a police chief and Stolk’s wife. Demmink joined the Ministry of Justice in 1982, the year that Koos H. was sentenced to life-long imprisonment.
17 March 1991:

From the description in the archives of Beeld and Geluid: Documentary on the large scale police investigation in 1994 of a specially established police team from Rotterdam, the HIK team (child trafficking) which was firstly established in to trace the missing German boy Manuel Schadewald who had likely ended up in the prostitution circuit in Rotterdam. The HIK team stumbled upon an escort club for young boys; managed by the German Lothar G. G headed a network in child trafficking and sex with minor boys. Minor boys were sexually abused. Not only at his premises, but also in a private home in one of the cube houses. G. furthermore often sent children as escorts to client’s addresses. Young boys were smuggled from Poland to the Netherlands with the cooperation of a TOP OFFICIAL OF THE DUTCH GOVERNMENT. A reconstruction from tapped telephone conversations, procedures and police notes indicated how men ordered minor boys for sex in the Netherlands and how new boys were recruited via friends who were already part of the circle. Lothar G. was sentenced to five and a half years imprisonment, THE TOP OFFICIAL “JORIS” to 240 hours of community service and six months probation.
In the autumn of 1998:
the Prosecutor of Amsterdam was about to make arrests in the ‘Rolodex’ or ‘Embargo’ investigations into pedophile networks with members in the highest circles. Allegedly some of these members were an old attorney of the Queen, two head officials of Justice, a former minister and an Amsterdam professor (Runderkamp Papers
). In the wake of this investigation the BVD received reports regarding Demmink’s sexual escapades. The Runderkamp papers (productie 3
) stated that Demmink played an important role’ in this investigation: he was supposed to have thwarted the investigation by sharing information with suspects. Amsterdam Head Officer Vrakking was the initiator of the investigation. According to De Telegraaf this investigation was ‘neutralized’ by Rene Ficq, formerly delegated PG.
“Demmink drew the attention of the research editor of the NOS Journaal who was investigating whether the Dutroux affair had any branches in the Netherlands” (productie 3
). Specifically his role in the ‘Embargo investigation’ into a pedophile network under Dutch high ranking people, including a ‘former lawyer of the Queen’ and a ‘former minister’ drew quite a bit of attention. 22 July 2002: Piet-Hein Donner took office as Minister of Justice in the cabinet of Balkenende-I. A few months after his taking office Demmink was appointed to SG at Justice. Donner was informant of the cabinet and member of the Council of State.
Baybasin was sentenced to life imprisonment based on falsified tapped conversations.
1 November 2002:
JD was appointed to SG of Justice. The AIVD investigated ‘approximately 40 rumors concerning Demmink’s lifestyle’ with this appointment. The sister department MIVD working for Defense would rather have withheld an appointment of Demmink as SG at the Department due to his sexual lifestyle.

Minister Donner threatened to prosecute all media that further identified ‘the official’ and also stated that ‘there was no smoke, let alone a trace of a fire’. Frank L. was collected at home by the investigators for ‘further questioning’ which means that he was put under extreme pressure to withdraw his charges.
15 October 2003:
Harro Knijff, attorney of Joris Demmink, acted in NOVA. He ‘strongly denied all charges’ and amongst other stated that the facts presented by Panorama en Gay Krant were ‘incorrect’ and that Demmink never visited minor brothels nor took part in sex with minors. He also discredited Henk Krol (productie 7
16 October 2003:

). Demmink demands rectification, the papers refuse and request an interview with Demmink as response to the accusations of 8 October. Demmink however does not want this conversation to be published. The NOS Journaal comes across e-mails concerning this ‘mediation attempts’ and also the detailed interview. Here Demmink admitted to ‘visiting gay bars’ with the Dutch ambassador of Prague and also admitted to having a relationship with a young Czech who acted in porno films’. In this interview Demmink also admitted ‘being attracted to younger men’. The piece was not published. More explosive material from this interview will emerge at a later stage.
30 October 2003:
A ‘deal’ was concluded at the offices of Demmink’s attorney Harro Knijff van De Brauw Blackstone Westbroek’ of which no-one was allowed to speak’ (productie 49
). Demmink indicated that this ‘deal’ was preferable to a summons on both sides, something which Donner strongly insisted on. Later it becomes known that the chief editors of Gay Krant and Panorama were no longer allowed to speak or write of Demmink under penalty of a fine of 100.000 Euro. This under an injunction against the newspapers by the dean of Weert who was also accused of child abuse in the Anne Frank Park. This dean won, but the judge in Den Bosch refused to take the proof of the newspapers into account. At the beginning of November 2003: The editorial boards of Gay Krant and Panorama complained after being forced to rectify the situation, ‘even though Demmink admitted to everything’.
5 November 2003:
After renewed intervention of Demmink’s attorney, Harro Knijff, the two revoked their statements in an editorial comment. “We have established that the original sources on which we based our impression that JD was guilty of improper behavior was unreliable.”
5 November 2003:
One of the chief editors (or both) ‘shared it all’ to Lex Runderkamp of the NOS Journaal. He stated that he had become a ‘component of a cover-up ‘ and ‘had settled for less’. He also admits or states that JD had given the name and surname of ‘three Czech boys’ and ‘that he could not exclude having had sex with minor boys, although he never purposefully went in search of this’. According to this ‘journaal source’ Demmink had admitted to not always asking the age of ‘his boys’. The ‘journaal source’ promised ‘not to deny’ communication by the journal on this point. That evening (20:00 hour) the Journaal reported on the ‘retreat’ of both newspapers, but ten stated that Demmink had admitted to the child abuse himself. This is the literal text: “The top official made a settlement with the newspapers because he did not want to take the matter to court. In such a proceeding his entire past would after all become public. In the private interviews with Panorama and Gay Krant last week he admitted having sex with young gay men and that he had not always asked how old they were. He did not believe that this was something to be discussed in court rooms.”
Laroes later: “Demmink wished to settle the matter amicably because he felt vulnerable about his personal life” ((productie 3
). Harro Knijff immediately called. This lead to a slightly modified text in the 22:00 edition: “The top official made a settlement with the newspapers because he did not want to take the matter to court. In such a proceeding his entire past would after all become public. In the private interviews with Panorama and Gay Krant last week he admitted having sex with young gay men and that he had not always asked how old they were. But improper behavior, absolutely not, the newspapers stated today. It is a subject that no-one wants to fight out in a court room.”
Further negotiations concerning a rectification led to nothing and the attorney announced ‘more serious legal steps’.

This film was found in Zandvoort at the later murdered Gerrit Ulrich. Further, supposed ‘snuff movies’ (productie 41
